Citing the course text, discuss the ways in which this course does (or doesn’t) provide background information to help you understand the article and the larger issues surrounding it.

How do you get accurate and timely information from different departments so that you can accurately forecast the budget?

Although non-accounting managers use budgets based on past performance and projections of costs and revenues for short-term planning, relying on such information is not enough. Managers also need to predict many of their companies’ future financial conditions and the activities that accompany them. To do this, managers need to answer questions such as the following:

How many employees do you need?
Do you need new equipment?
What level of supplies and inventory should you maintain?
What is your targeted revenue?

In this assignment, you will analyze various forecasting techniques used for budgeting and recommend specific ones for Compnet. You will also analyze various aspects of budgeting.

Tasks:

Using the Internet, select and review resources on budget forecasting, seasonal adjustments in budgeting, and cash forecasts.

Respond to the following questions:

Which forecasting techniques are available for budgeting purposes? Would you consider using more than one technique? Why or why not? What techniques would you recommend for forecasting Compnet’s budget? Why?
How do you get accurate and timely information from different departments so that you can accurately forecast the budget?
When is it appropriate to adjust the budget once it has been set? Support your response using examples. What specific adjustments were relevant to Compnet during the past three years? Why?
Other than financial data, what economic and external variables will you incorporate in making decisions while creating the budget? Why?
If the budget is to be considered a control, what should be done to make management accountable for budget variances?

Explain the difference between the cooperation that occurs through fusion centers and that through other kinds of multiagency activities, such as task forces and joint investigations.

Since the terrorist attacks against the United States on September 11, 2001, there has been a real push in local law enforcement agencies—especially large ones—to incorporate intelligence-led policing techniques.

A part of that strategy has been the creation of fusion centers in all fifty states intended to facilitate the sharing of police intelligence information between federal, state, and local agencies. Consider the Lambert (2010) article, “Intelligence-Led Policing in a Fusion Center” and the “US Government Accountability Office (GAO) Report on Fusion Centers” in the Webliography.

The creation of fusion centers and their operations have not been without controversy. Many civil libertarians have expressed concern that instead of focusing only on real threats, fusion centers encourage the government’s suspicion toward law-abiding citizens and groups that are suspected of potential hostility toward government.

Tasks:

Write a 2- to 3-page paper. In the paper:

Take a definitive stand, with explanations, for or against the use of fusion centers as a local law enforcement tool.
Discuss how these centers may be abused to violate citizen rights.
Explain the difference between the cooperation that occurs through fusion centers and that through other kinds of multiagency activities, such as task forces and joint investigations.
Identify and discuss the possible steps or policies to minimize concerns that some have raised about potential abuses.

Feel free to do additional research on the topic of fusion centers, beyond the reading that has been assigned to further improve your paper.

Submission Details:

Save the report as M4_A2_Lastname_Firstname.doc.
By Wednesday, February 3, 2016, submit your report to the M4: Assignment 2 Dropbox.

What were the topic/research questions being investigated?

How was the study conducted (participants, materials, procedure, etc.)?

What did the results reveal?

How might these methodological considerations affect the research findings and the conclusions drawn from them?

How does this article fit in with your paper? How did it influence your own ideas about your paper?

Based on your reading of the literature, what do you expect to find?
