Week 7 – Discussion

Locate a real estate appraiser. Research to find out how properties are appraised. How do methods differ when the appraiser is looking at residential, multifamily, or commercial properties? What role do real estate agents and brokers play in the appraisal business? How are appraisers trained and ultimately licensed?

Narrate your findings in the discussion post and tell what you feel is the most important factor in the high appraisal of a property. Use a consent form and keep identities anonymous

Visit the website of the Congressional Budget Office (http://www.cbo.gov) and find the U.S. Federal deficit (surplus) and total debt.

As late as 1992, the United States was running budget deficits of nearly $300 billion. During the remainder of the 1990’s, deficits declined and became surpluses. As the new century began, these surpluses again turned into deficits.

Explain the decline in deficits and subsequent surpluses in the late 1990’s.

Explain the return to deficit spending since the turn of the century.

Consider the causes of the deficits and surpluses and provide your own insight as to whether these surpluses or deficits have a “positive” or “negative” effect on our economy

Independent-Samples t Test with SPSS

In your research, you may find that you must compare the means of two samples related to one particular variable. For example, you may have population samples from two ethnic groups that you wish to compare against income level. In these cases, you will need to use an independent-samples t test. This Application Assignment gives you an opportunity to try this t test and consider its application to your own research topic.

The assignment:

Craft up to a one page double- spaced write up of the statistical results (include any additional pages needed for any APA tables or graphs and the SPSS syntax and output) in which you do the following:

State the statistical assumptions for this test.

Using the data set you have selected, select independent and dependent variables.

Develop the null and the alternative hypothesis.

Use the SPSS to calculate an independent-samples t test.

Report on the p value and the confidence interval.

Interpret the confidence interval.

Decide whether to reject or retain the null hypothesis.

Generate syntax and output files in SPSS. You will need to copy and paste these into your Application document.

Contemporary policy debates revolve around interpretations of how a democratic nation is to be governed. The ongoing controversy over the meaning of the Second Amendment to the United States Constitution is an example of a modern-day issue rooted in early democratic principles. Given the nature of gun violence in the United States, the right to bear arms is a heated policy issue that warrants in-depth reflection of what was intended for this fundamental right. Part of the modern-day argument centers on whether government intervention in the form of gun control is what the Founding Fathers would have wanted. Debates about the proper role of government are as old as the government itself. The very fact that there still is concern about what was intended is an indication that founding periods in government are viewed as normative events, that is, events that established or instituted democratic standards or became the basis for democracy as we interpret it.

In previous weeks, you have analyzed democratic concepts, democratic principles, and democratic processes. Now you are asked to think more concretely about those issues by assessing whether democratic governance constitutes the very foundation of bureaucratic ethics. Those working in government are required to adhere to a professional code of ethics. American public servants take an oath upon appointment or election to uphold the principles of the Constitution as part of their professional duties. For example, a public servant should support the ideas of separation of powers and rule of law, which are basic tenets of American democratic government. The question remains, however, whether taking action that advances the cause of democratic governance is a legitimate way to assess ethical behavior.

Review the article “Public Management as Ethics” in this week’s Learning Resources. Focus on the considerations of a values checklist as an aid in developing ethical public servants. Also, focus on the values checklist as it applies to the practice of public management.
Review the article “Ethics and Comparative Administration” in this week’s Learning Resources. Think about the ethical obligations of public administrators as public servants.
Consider the argument that democratic governance is the foundation of bureaucratic ethics.
Think about whether you agree with this argument.
Consider what you believe to be “true” about the foundation(s) of bureaucratic ethics.

Read the “The United Nations of South America” document (located in this week’s Learning Resources). Respond to the questions at the end of this document.

Support your Assignment with specific references to all resources used in its preparation. You are asked to provide a reference list only for those resources not included in the Learning Resources for this course.

Earlier in this course, you explored the development and implementation of public policy in a democratic government. Specifically, you considered which tools and practices are most effective in the making of public policy. Think about how public policy might be used to better society. Begin by thinking about the role of public policy in society. Public policy is generally developed in response to a public issue or problem. Should public policy be used to drive social change issues, or should social change drive public policy? This question has occupied the thoughts of elected and appointed government officials for years and is likely to be a topic for future discussion and debate. As you ponder this debate, consider the link between public policy and social change in democratic governance.

Review the article “Toward an Anthropology of Public Policy” in this week’s Learning Resources. Consider the direct influence that public policy may have on society at large. Think about how public policy may effect social change in society.
Browse the article “Shaping Tomorrow Today: Near-Term Steps towards Long-Term Goals” in this week’s Learning Resources. Choose one of the three public policy topics presented at the conference to review. Think about how the policy topic you selected might effect social change now or in the future.
Consider the effect that short-term public policy decisions might have on shaping future public policy.
Focus on the connection between public policy and social change and consider ways in which public policy might be used to impact social change.
Think about whether it is legitimate to use public policy as an instrument of social change.

With these thoughts in mind:

Post by Day 4 your thoughts about using public policy as an instrument of social change. Explain whether you think using public policy in this way is legitimate and explain why.
