Take the position of Kenya up front. Pretend as if you are a policy adviser for Kenya. You should have some language that is more straightforward: “Kenya values its relationship with Saudi Arabia but needs to push Saudi Arabia for new labor laws that protect Kenyan workers.”
It seems like you have a lot to work with, but… you need to be a little bit more specific in what you are recommending. You write that policy “needs to be streamlined” “friendly” “appropriate” etc. Put a little more specifics in there. What does Kenya want from Saudi Arabia? (more enforcement? closing loopholes? additional restrictions?)
You go a little overboard with your adjectives (e.g. “…necessity for identifying the absolute alternatives…”, “…in order to support an absolute pattern of relationship…”)
The phrasing “it is of essence” is not right. I think you mean, “it is essential”.
